Chaney here yesterday allowing the guardian to use $400 a year from the principal of Miss Valley's estate for four years for her tuition and books in D'Youville college at Buffalo. The student is a daughter of the late Arthur Valley and Julia Valley, who died within days of each other in October, 1918 of influenza in this city.
